PLEASE NOTE – SOME CHANGES HAVE BEEN MADE – READ CAREFULLY

1. All exhibitors must be bona-fide 4-H and/or FFA members in good standing and are subject to certification by an official of the organization they represent. Currently enrolled Cloverbud 4-H members, ages 5 – 8, may ONLY exhibit in the CLOVERBUD CLASSES. Cloverbuds may not exhibit in market classes and are NOT eligible for the Junior Livestock Sale. Every exhibitor will receive a Cloverbud Award. The CLOVERBUD program is non-competitive.

2. All exhibitors are expected to be cooperative, courteous, and good 4-H/FFA representatives while on the fairgrounds and while participating in 4-H/FFA events. Exhibitors, parents, advisors, and other individuals associated with an exhibitor shall at all times adhere to the rules and procedures set forth in the fair book and will comply with the instructions of superintendents and other fair officials. Exhibitors and their representatives will afford all superintendents and fair officials the proper respect at all times. Criticizing or interfering with the judge, other exhibitors or show officials while at the show or fair, may result in an individual or group being expelled, placed on probation or declared ineligible to exhibit at the show. Abusive language is prohibited. 

CARE OF ANIMALS

3. The following are termed UNETHICAL PRACTICES: Animals given any form of intoxicating beverage, tranquilizer, substance or other drug-affecting mood or attitude prior to judging. Use of any product or substance administered internally or used externally to alter the appearance or conformation of an animal for exhibition. This includes the external use of graphite,powders, dyes, hemp, false tail-heads, glued-on hair or hair like substance or other similar substances externally, steroids, growth stimulants, diuretics, or artificial filling internally. The use of any chemical or compound not approved by the Food and Drug Administration (FDA) for use in meat producing animals and the illegal use of approved chemicals or compounds is prohibited. “Unapproved” is deemed to mean not approved by the FDA and/or theU.S. Department of Agriculture for slaughter animals.  Natural Products approved by the FDA and/or USDA will be allowed.

Any exhibitor found guilty of any of the above listed unethical practices, or any other practice deemed unethical by the Colfax County Fair Association will forfeit all premium money and sale money, if any, over packer bid, and the owner of the animal will be barred from future participation until such time as reinstatement is made by the Colfax County Fair Association.

4. The exhibitor must be able to restrain the animal at all times. In the interest of safety, if livestock cannot be handled by the member alone as determined by a superintendent or the Colfax County Fair Association official, it must be taken home.

5. Adults, junior leaders, and others may ASSIST younger exhibitor in preparing their animals for show, but the exhibitor must be present and WORKING while the animals are being prepared.  Professional groomers or Breeders will not be allowed.  Only the 4H or FFA member, parents or other family members, 4H leaders or agents or FFA advisors will be allowed access.

6. Exhibitors are required to keep their pens and the area around them clean and free from litter and debris for the duration of  the fair.  All animals must be fed and watered at least once a day.
Superintendent will warn on the first incident.
Superintendents will meet with all exhibitors(or a representative) after the weigh in to go over rules and other show information.
Rules will be posted on barns and on office billboard.
All Livestock Exhibitors are not allowed to leave the fairgrounds until pens are cleaned, all fees are paid, have permission from the Superintendent and  have all necessary paper work needed to return home.
If an animal makes the sale and there has been documented lack of care during the fair or if they do not leave their pens clean on Sunday morning there will be an additional 10%(over and above the 4% commission) withheld from the exhibitors sale proceeds.  If the animal does not make the sale, the exhibitor will be assessed a $50 fine, at the discretion of the superintendent, before the animal is released from the grounds.

REQUIREMENTS TO EXHIBIT 

Animals must be owned and fed the minimum number of days before the first day of the fair as follows:  market steers – 150 days; beef and dairy heifers – 60 days; market and breeding sheep and goats- 60 days; market and breeding hogs – 60 days; rabbits and poultry – 60 days.
Colfax County Fair Association ear tags will individually identify all animals except rabbits and poultry.
Sheep, goat, and swine must be declared market or breeding animals at time of tagging. Individual   animals  may not be exhibited in both areas.

Livestock exhibitors will be charged ENTRY FEES as follows:
$10.00 per beef or dairy animal                                        $5.00 per lot number of rabbits and poultry
$5.00 per hog, sheep,  goat                                                  $5.00 per Cloverbud entry

Any animal to be judged or sold in the Junior Livestock Sale must meet minimum weight requirements.
Weight requirements for market livestock are as follows:
Steers: 1000 lbs. minimum with no maximum for show. Maximum sale weight for all steers is 1300 lbs.
Steers will be divided into classes by hip height measurement.
Hogs: 200 lbs. minimum with no maximum for show. Maximum sale weight for all hogs is 270 lbs.
Hogs will be divided into classes by weight.
Lambs: 70 lbs. minimum for Southdown or predominant Southdown-cross breeds; 80 lbs. minimum
with no maximum for show for all other breeds of lambs. Maximum sale weight for all lambs
is 130 lbs. Lambs will be divided into classes by weight.
Market Goats: 40 lbs. minimum with no maximum for show. Maximum sale weight is 130 lbs.
Goats will be divided into classes by weight.
Market Pen Rabbits: 3.5 lbs. minimum with 10 lbs. maximum. Market rabbits not meeting weight
requirements will only be eligible to be exhibited in the “sifted” class.
Market Pen Poultry: 3 lbs. minimum with 12 lbs. maximum. Market poultry not meeting weight   requirements will only be eligible to be exhibited in the “sifted” class.

All market animals not meeting the minimum weight requirements (and maximum weight requirements for poultry and rabbits) will be disqualified from exhibiting in the market classes but will be eligible to show in a “Sifted Animal” class for their individual specie.  Animals exhibited in the “Sifted Animal” classes will NOT be eligible for premium awards or for the Junior Livestock Sale.

All market lambs must be slick shorn (no more than 1/4″ of wool) prior to arrival at the fairgrounds. All market lambs must be individually ear-tagged and inspected by the appointed committee before unloading.  Any and all sheep with ringworm lesions will NOT be allowed to unload at the fairgrounds.Lambs must arrive on the grounds between 7:00 AM and 12:00 noon on Thursday. Lambs may not be unloaded from trailers until inspected by the appointed committee.
The fair management will provide trained personnel with the capability of sampling skin lesions and conducting a microscopic examination to determine the presence or absence of ringworm. This
12-hour test will be conducted only if and when the exhibitor contests the opinion of the inspection team. Sheep with ringworm lesions will be denied entrance to the fair and show. Sheep hauled on the same trailer, which are healthy, will be allowed to show. Washing, final shearing, and trimming will be allowed following inspection.

Bill of sale and brand inspection (NMLB Form 1 Inspection certificate and CVI) must be in the possession of the exhibitor for the duration of the fair.
 

WEIGH IN

All Livestock must arrive on the fairgrounds between the hours of  7:00 AM and 12:00 noon on Thursday in order to be eligible to show.  ALL animals must remain in place until 9:00 AM on Sunday when the Livestock Superintendents release the animals.  The livestock superintendents with the agreement of the NMLB Inspector and fair officials can make exceptions to the arrival /departure and weigh in time requirements if an exhibitor can show extenuating circumstances for such an exception.

Scales will be available at 7:00am  until 10:30am  on Thursday for exhibitor use, with official weigh-in on Thursday FOR SWINE 11:00am to 12:00pm  AND FOR CATTLE, SHEEP AND GOATS 1:00pm to 2:00pm .   There will be two weigh masters at the scales during the time of official weighing.

The EXHIBITORS WILL be allowed only one weigh-in during the officialweigh-in time.  The weigh master will have final judgment on all entries relative to weight.
STEER HIP HEIGHT MEASUREMENTS: A second hip height measurement will be allowed at the request of the exhibitor.  The request must be made to the hip-height official before the steer leaves the measuring chute.  The second measurement will be the official measurement of record.
 
JUDGING
Fair management reserves the privilege to establish as many classes of each livestock species they determine necessary for a fair and equitable showing of these animals.
All exhibitors must be present at the time of judging.

DECISION OF THE JUDGES IS FINAL.

AWARDS
Ribbons will be awarded to all participants. Cash awards will be paid as specified in designated classes.

If the judge rules that the quality of the animals exhibited merits the awards, a Grand Champion and a Reserve Champion will be named and a trophy awarded.

SHOWMANSHIP
The Showmanship contests will be divided into two age groups: Junior (9-13) and Senior (14-19), and are judged concurrently in each of the livestock shows. Contestants must be properly identified as juniors or seniors.  Only the contestants who are officially enrolled in that species of animals or the owners of the animals he or she are showing are eligible, and are automatically entered into the showmanship contests. There will be separate awards for beef, sheep, swine, goat, rabbit, and poultry. Ribbons and trophies will be awarded to Grand Champion and Reserve Champion Showman in each species. Contestants will be judged on care and fitting of the animal, showmanship, conduct while exhibiting and cooperation with show officials. Suggested attire: long pants, appropriate shirt, and for safety purposes, closed-toed shoes or boots.

Round Robin Showmanship Contest will be held Friday afternoon ½ hour after the steer show.  This will be be open to the Gr Champion Jr and Sr exhibitors of goats, sheep, swine, steers, and horses.  There will be 1 animal of each species with the exhibitors to rotate.  Prizes will be awarded to the Overall Jr. & Sr. Showmen.
The Exhibitor that wins in each age group is not eligible to return to the round  robin contest the next year in the same age category while exhibiting the same species that qualified them for the round robin the previous year.  They will be allowed to compete if they qualify showing another species.  In case the Gr. Champion Showmanship Exhibitor is not eligible the Reserve Champion Showmanship Exhibitor will become the Round Robin contestant in that species.

HERDSMAN AWARD
The Herdsman Award is designed to promote friendly competition among the youth, pride in their show animals, and pride in the way the animals are exhibited. This award will be based on neatness of the pens and area displayed, grooming and care of the animals throughout the fair, and the general well-being of the animals. A Herdsman Award will be presented to an exhibitor in each of the beef, sheep/goat, and swine species.
Trophies for all exhibits and awards in the Junior Livestock Division will be given at the 4-H and FFA Awards Banquet in October.

SALE
The Junior Livestock Sale will be restricted to 20 steers, 20 hogs,1 pen market rabbits, 4 pen market poultry. Goats and sheep will have 20 lots total with the percentage of each species to be based on the percentage of exhibitors of these species. In order for any rabbits or poultry to be eligible for the sale, a minimum of three exhibitors must be entered in each of the two classes, subject to change by the sale committee depending upon the number shown.  All sale positions out of each class of steers, lambs, and hogs will be determined by the percentage method, and at the discretion of the sale committee. It will be at the discretion of the sale committee to make any adjustments to sale numbers.

Each member of 4-H and/or FFA will be limited to a total of two animals in the Junior Livestock Sale; however, only one of these animals may be a market steer. In other words, a member could sell one market steer and one other animal.

The exhibitor of the Grand Champion and Reserve Champion market animal in each species will be eligible for the State Fair Scholarship Award. This is a monetary award where the exhibitor must enter the sale ring ALONE WITHOUT THEIR ANIMAL at the specified time during the Junior Livestock Sale, and through bidding, earns money to take the respective champion animal to the New Mexico State Fair. The champion animals of these exhibitors are counted in the total number of sale animals allotted for the Junior Livestock Sale. THESE RESPECTIVE CHAMPION ANIMALS ARE NOT BEING SOLD THROUGH THE JUNIOR LIVESTOCK SALE AND THEY REMAIN THE PROPERTY OF THE EXHIBITOR.
Exhibitors will notify the superintendent within one hour after the cattle show if they do not wish to sell their animals in the Junior Livestock Sale. Should an exhibitor desire to take an animal on to the State Fair, she/he may withdraw the animal from the sale, or should she/he exhibit two or more animals and earn a position to sell another by their placing in the classes, the exhibitor has the option on which of the animals to sell.

There will be NO substitutions. Each animal must earn a place in the sale. Animals will only be advanced should an exhibitor withdraw a higher placing animal. The livestock earn a sale position and not the exhibitor.

The Fair Association will withhold 4% of the Junior Livestock Sale receipts from each animal sold in the Junior Livestock Sale to help defray expenses of the show. $5.00 will be deducted from each animal in the Junior Livestock Sale to pay for one livestock picture of the animal for the exhibitor to give to the buyer. Exhibitors must be present to sell their animals at the allotted time during the Junior Livestock Sale. Exceptions will be made in cases of emergency at the discretion of the superintendents.

The Junior Livestock Sale will be at 7:30 PM on Saturday evening.  Sale animals will be required to stay in their stalls, properly fed and cared for, until 9:00 AM Sunday. Arrangements will be made to ship sold animals Sunday morning.  All exhibitors need to be at the Fairgrounds no later than 9AM on Sunday.  Any animal for resale must be reported to the superintendent no later than 2 PM on Saturday.

Exhibitors are responsible for the care and safe delivery of all sold animals after the sale. Any exhibitor who is not present or represented at the time of delivery will be charged $10.00 for the delivery of animal and  the fee withheld from her/his check.
 
Colfax County Fair Association reserves the right to interpret rules and arbitrarily settle all differences and questions not adequately addressed by the above rules.

Discounted admission to the fairgrounds will be made available to 4-H/ FFA youth upon entry of project work (horse, livestock and armory entries). The cost of the 4-H/FFA admission armbands will be $8.00per exhibitor and $12.00 for leaders and parents.
